Même si l’eau est boueuse avant la pluie des jours passés, cette femme n’a pas hésité de faire ce qu’elle fait depuis des années celle de laver son linge dans la Grande Rivière Nord Ouest.

Cette mobilisation sur la route Royale à Port Louis a eu liue le 15 mai 2012 par cinq femmes dont Lindsay Collen de Mouvan Lyberasyon Fam qui a voulu approcher les élus mauriciens pour leur demander de voter en faveur des amendements du Criminal Code apporté par l’Attorney General au parlement en premi♪8re lecture.

Ces amendements seront débattus le 22 mai 2012 après celui sur le discours programnme du 6 avril 2012.

Décès de Donna Summer, la reine du disco.

Elle aurait contracté cette maladie, selon ses médecins traitants ,à la suite des attentats du 11 septembre 2001, à New York, alors qu’elle aurait inhalé des particules toxiques.

Donna Summer, née LaDonna Adrian Gaines le 31 décembre 1948, à Boston, au Massachusetts, a dominé les palmarès dans les années 70 et 80.

Dès le début des années 1970, la chanteuse avait marqué l’histoire de la disco avec des hits comme « I will survive », « Last Dance » ou « Hot Stuff ». Elle avait pour producteur un autre grand nom de la disco, Giorgio Moroder.

L’artiste americaine a proposé des succès importants pendant sa carrière, qui lui a valu cinq trophées Grammy. Les pièces Last Dance, Love to Love You Baby, Hot Stuff et Bad Girls sont quelques-uns des succès qui l’ont rendue célèbre et influencé plusieurs artistes des années 80. Des chansons de son répertoire ont été reprises, dont I Feel Love par Beyoncé, Kylie Minogue et Madonna.

Le premier Conseil des ministres du quinquennat de François Hollande a adopté la réduction de 30 % du salaire du président et des ministres. Cette mesure figurait dans le programme du candidat Hollande. « Nous avons un décret qui prévoit la réduction de la rémunération des ministres, qui prend effet dès aujourd’hui », a confirmé Najat Vallaud-Belkacem, un peu stressée dans ses nouveaux habits de porte-parole du gouvernement.

Pour le président de la République et le Premier ministre, une loi sera votée plus tard. Elle sera rétroactive.

La rémunération mensuelle brute du président et du Premier ministre de passe donc de 21 300 à 14 910 euros. Celle des ministres passe de 14 200 à 9 940 euros.

On 16.05.2012 at 1800 hrs, whilst Mrs. M, 34 yrs, no calling, residing at Roche Bois was crossing the road along NTR Riche Terre, she was knocked down by a P/Car. She was seriously injured and is admitted to SSRN hospital. The car driver, Mr. B, 30 yrs, Bank Clerk, residing at L’Esperance Piton was negatively alcootested.

3. Abercrombie Police – Larceny with violence
On 16.05.12 at 1030 hrs, Mr. S, 22 yrs, Driver, residing at Vallée Pitot who is admitted to Dr. Jeetoo hospital since 15.05.2012, related to Police that on same day at about 2100 hrs, he was riding his motorcycle at corner Nicolay and Cocoterie Street, when an unknown man hit him with a piece of wood, as a result of which he fell on the road and got injured. Thereupon, latter stole his wallet containing sum of Rs 2,500/-, his gold chain and his mobile phone and bolted. Value stolen about Rs 6,500/-.

4. OB 1011/2012 Beau Bassin Police – Homicide
On 16.05.2012 at 1340 hrs, following a request from one Mr. D to the effect that bad smell is emanating from the house of his neighbour at corner Auguste Toussaint and Louis Bastien Silva St, Morc. Avrillon, Beau Bassin, Personnel of Beau Bassin Police proceeded on spot and found the body of Mrs. Marie Murielle Ducray, 76 yrs, in a state of advanced decomposition, wrapped in a bed sheet on a bed. Police Dr. stated that cause of death could not be determined.

Pendant presque cinquante minutes, Mr Tassarajen Pillay Chedumbrum a démontré que l’information qui a été publié le 13 mai dans le Week-end contenait des informations qui contenaient des fausses verités et même des documents qui se trouvaient sous le Official Secret Act qui a été remis à ce journaliste particulier.

Selon le ministre, il s’occupe du « policy » du ministère et non de l’administration même s’il doit en répondre des fois.

Mr Tassarajen Pillay Chedumbrum s’est dit convaincu que le journaliste a voulu faire croire qu’il y aurait un axe Cheenoo – Chedumbrum et que les limiers de l’ICAC allaient l’accusé de fraude et le mettre sous le verrous. Il a déploré que tout a été ecrit pour salir sa réputation.

Los du point de presse, le ministre des TIC a expliqué au membres de la presse comment l’organisation de ce fameux ICT/BPO Forum a é fait au niveau administratif et financier sous le contrôle de l’Accountant Géneral.

Repondant à une question de grandbaie.mu, le minsitre Tassarajen Pillay Chedumbrum a indiqué que cela faisait partie d’un cabale personnelle contre lui car il s’est ouvertement opposé à un nominé politique malgré les divers mises en garde.

Aviation Association of Southern Africa with Minister of Tourism of Seychelles Mr Alain St Ange.

The meeting was to discuss with the Airlines Association of Southern Africa to the coming ROUTES AFRICA 2012 Conference this coming July in Seychelles.

It is the first time that ROUTES AFRICA comes to East Africa and the Indian Ocean region and the Seychelles Minister has been canvassing support for the event which is set to provide a platform for Africa to discuss the way forward in aviation on the continent where the potential to have the biggest growth in tourism movements exists.

The Seychelles Minister St.Ange said at INDABA that Seychelles wanted not a talk shop but a discussion forum for Africa to hear each other and discuss together with airline partners who have a serious and genuine interest in Africa.

Mr Chris Zweigenthal, the Chief Executive of the Airlines Association of Southern Africa said in a statement issued after the meeting with Minister Alain St.Ange:

“It was a great pleasure to meet the Seychelles Minister responsible for Tourism & Culture at Indaba and I enjoyed discussing our fascinating industry as well as the opportunities which present themselves within the SADC region.

The Airlines Association of Southern Africa supports Routes Africa 2012 to be held in Seychelles from 8 to 10 July 2012. Mr Vees Lochan, Chief Operating Officer, will be representing the Association at this event. We will encourage our member airlines to attend this very prestigious event. In this regard, we support the convening of a meeting between the Honourable Ministers of Tourism and other dignitaries as may be fitting with the Airline Members of the Association. The support for ROUTES AFRICA 2012 has been welcomed by Minister Alain St.Ange of the Seychelles and by Mr Gerard Brown from the ROUTES Organisation.

The South African Tourism Minister, Mr Marthinus van Schalkwyk will personally be in Seychelles for ROUTES AFRICA 2012 and is one of the African leaders expected to deliver a key note address at the July Conference in Seychelles.

The Honourable Fourth Member for Vacoas and Floreal (Ms Anquetil) to ask Dr the Honourable Minister of Education and Human Resources:-

Whether, in regard to the allocation of Rs 500,000 budgeted for the renovation and upgrading of the Government Schools in Mauritius and Rodrigues, he will state where matters stand as to the use made thereof?

Mr Speaker Sir,

My Ministry has already initiated arrangements for the disbursement to every Government Primary and Secondary School of the grant of Rs 500,000 provided for in this year’s budget.

The objectives of the Special Grant are to enable Government Primary and Secondary Schools to renovate and improve the school infrastructural environment and purchase modern pedagogical /ICT equipment to enhance teaching and learning.

This will give more autonomy to Heads of Schools and respective PTAs in the improvements of school infrastructure and thus develop a greater sense of ownership in the management and enhancement of the school environment.

The modalities and conditions for allocation of the Special Grant are as follows:-

(a)
Government Primary School with one stream
- Rs 300,000 per school

(b)
Government Primary School with two streams and above
- Rs 500,000 per school

(c)
State Secondary Schools
- Rs 500,000 per school

To be eligible for the grant, PTAs should:

(i) be fully registered with the Registrar of Associations,
(ii) produce audited accounts showing evidence that funds have been used for the benefit of the schools, and
(iii) the accounts should be available for verification by my Ministry, as and when required.

PTAs have been requested to ensure proper utilization of funds, in line with sound financial and procurement procedures, with quotations and tenders being sought from at least three prospective suppliers.

Furthermore, schools are required to submit their projects in line with their respective school Development Plan. A Circular to that effect was issued to Heads of Government Primary and Secondary Schools in December 2011 requesting them to make proposals by 27 January 2012.

As at 11 May 2012, 207 out 214 Government Primary Schools and all the 69 Secondary Schools have already submitted their projects. A total of Rs105,019,530 out of the Rs150 million provided for this item has been disbursed.

As regards Rodrigues, a sum of Rs 4.8 million has been transferred to the the Rodrigues Administration to cater for the needs of the 10 Government Primary School.

The Honourable Third Member for Stanley and Rose Hill (Ms Ribot) to ask the Honourable Minister of Education and Human Resources:–

Whether he will state if consideration will be given for allowing the secondary schools to run classes for the GCE “A” Level instead of running classes for the Higher School Certificate?

Mr Speaker, Sir,

Currently, State and Private grant-aided Secondary schools in Mauritius run courses for the Higher School Certificate examination conducted by the Cambridge International Examinations and the course programme is normally the same as that for the Cambridge GCE ‘A’ Level.

Private Secondary Schools are already allowed under certain circumstances to present their students for the G.C.E ‘A’ Level Certificate instead of the HSC, for the November examinations, and students can have the choice to study for one or more subjects up to a maximum of four, in addition to General Paper. This is obviously applicable to school going students.

It is also of common knowledge that students may also opt to sit for the Cambridge ‘A’ Level as private candidates in November/December and June each year.

Mr Speaker, Sir,

In 2004, the Ministry of Education had introduced, as an exceptional measure, the possibility for students having failed Lower VI twice and not being able to repeat, to be promoted to Upper VI and sit for the GCE ‘A’ Level in two subjects.

In 2011, we have also introduced another flexible measure to allow students not eligible for any subject combination, to be promoted to Lower VI and opt for 2 ‘A’ level subjects, 2 ‘AS’ level subject and GP.

As a matter of fact, out of some 12000 school students sitting for November 2012 Examinations, 11000 would take the HSC and some 1000 would be taking the GCE ‘A’ Level.

Mr Speaker Sir,

In the Education and Human Resources Strategy Plan (EHRSP) 2008-2020 it is highlighted that one of the key objectives is to broaden the opportunities at the end of secondary schooling through the inclusion of alternative modes of assessment as those provided by such examining boards as the IGCSE, International Baccalaureate and the GCE to respond to the diverse needs of students.

Hence, in the context of the Education Reforms enunciated in the EHRSP, discussions have already been held between my Ministry and the MES about the introduction of a flexible policy to allow students to sit for GCE ‘A’ Level Examinations and the implications are being looked into. It is envisaged, as per our Implementation Plan that, by 2015, such measure would have been finalised.

However, it should be remembered that currently and in line with the Education Act, candidates are eligible to compete for the Laureate Schemes only if they sit for HSC and not for ‘A’ levels.

Whether, in regard to the Enhancement Programmes in the primary schools, he will state
(a) the number of students enrolled therefor at the beginning of each year for 2010 and 2011 respectively, indicating the number thereof who were attending same at the end of each year and
(b) if changes have been brought thereto for the year 2012?

Mr Speaker Sir,

In a written reply of 8 November 2011 to PQ A329, it was highlighted that an average of about 70% of students of both Standards III and Standard IV and above 80% of students for Asian/Arabic languages at Std. III and Std IV level were attending the Enhancement Programme in 2011.

As regards part (a) of the question, in February 2010, 12,428 pupils enrolled in Enhancement Programme and in October some year 10,161 were still enrolled.

In February 2011, 23,494 pupils of Std III & IV were enrolled and in October same year the number following Enhancement Programme was 17,098.

As pointed out earlier, a big majority of pupils has been participating in the Enhancement Programme. Nonetheless, efforts are being sustained to keep parents informed of the importance of the programme. In this regard, a ‘lettre aux parents’ has been issued informing them of the benefits of the programme, its new orientation and the linkage of the Enhancement Programme with the review of the CPE.

As regards part (b), in view of experience gained over the implementation of the programme and with a view to rendering the Enhancement Programme more effective, a number of measures has been taken as follows:

(i) Differentiated pedagogy is being sustained and under the Co & Extra Curricular component, the focus is on the unleashing of hidden potential and talent of the pupils so as to develop their creativity, personality and leadership. Through the Enhancement Programme, Music along with other activities namely SLAM, poetry, dance and art are being given a new boost.

(ii) This year, arrangements are being made for pupils to be provided with a Portfolio for Core Subjects & Co & Extra Curriculum Activities where they will be requested to keep the assignments carried out during the Enhancement Programme for revision and follow up purposes and this would also be used as a means of assessing their progress.

(iii) Workbooks for Co & Extra Curricular activities are introduced in Std III and IV in Enhancement Programme Classes this year and these are currently being finalized.

(iv) Competitions which are organized for core subjects will also be extended to Asian/ Arabic Languages at Zonal Level and National Level.

(v) Greater sensitization will be carried out with the support of Teachers and Headmasters on the benefits and importance of the Enhancement Programme. Certificates of attendance will be awarded and more competitions would be organized.
